I can register comments for relationships and sales orders, but the table with types of comments is empty.

On relationships and on sales orders, you will find a tab where you can register all the contacts you have had with this relationship.

In the Administration menu > Contact Types, you can indicate what types of contacts you want to use in the Relationships module and in the Sales Orders module.

Common types include: phone, email, customer visit, visit from customer.
